This may or may not be a feasible approach. It depends on the people's values and sense of "fairness."

Every plan should include (at least) three elements:

  1. A clear statement of values upon which decisions will be based.
  2. Procedures for determining each side's interests and needs.
  3. Procedures for making fair decisions (based on shared values).
